Horimiya will almost always be my first choice with Sasaki and Miyano, Kimi ni Todoke, Romantic Killer, Fruits Basket, Given, and A Sign Of Affection following close behind. (Also, I know Vampire Dormitory is getting a lot of hate for being a trashy train wreck, but it is also top-tier if you are looking for a romantic comfort series to watch.
